How high should light be over the table ?
Would the 3 or the 4 fixture light be best for an 8' table?
I did a lot of research before I bought my 4 fixture light and learned that a 3-light fixture is perfect for an 8 ft table. My table is a 9 ft and requires a 4-light to avoid any shadows.
The answer for you is a 3 light.

Can this light be hung from a 19' ceiling if the chain and wire of the proper length are sourced elsewhere?
Yes we hung from a 9 foot ceiling had to buy new chain
Does it have a pull string for turning it on and off? Does it plug into a regular electric outlet or will it need to be spliced?
Sorry to tell that there isn't a pull string for turning on/off for the moment. It doesn't come with a plug and it need to be hard-wired. Thanks for asking for this and we will take it into consideration to make a progress on the product.
